State Obligations in Protecting children's Right to Education in the Age of Technological Phenomena with Emphasis on General Comment No.25 of the Committee on the Rights of the Child

Field and Aims: Today, the human world is governed differently from the past and under the amazing influence of technology and progress. It must be said that it is technology that has caused extraordinary changes in human life with its tremendous advances. At the same time, different areas of children's lives have also found new dimensions under the influence of the instant expansion of the digital environment. The epidemic of corona disease and the greater use of virtual space in the production, dissemination and transmission of educational and entertainment information have increased the level of access to online content for different sections of society, including children. These factors and more have caused a person to witness the birth of a generation that faces the development of the Internet and technology in their lives since childhood, and at the same time, these conditions have created a platform for limiting or violating the rights of people, including children.In this space, the issue of protecting the rights of children and teenagers in the cyberspace is an issue worthy of attention that should be given special support by the States and the dimensions of the duties of the States in protecting the rights of children become more clear. In this regard, the General Comment No. 25 of the United Nations Committee on the Rights of the Child approved in 2021, which was issued under the title of children's rights in the digital environment, has determined the concepts and frameworks in this field. What are the Obligations of States in Protection the Right to Education of Children in the digital environment from the point of view of International law? Method: The current research is applied in terms of purpose and descriptive-analytical in terms of the type of research, which has been collected and analyzed by using library resources and examining a wide range of documents and procedures and other research works. Finding and Conclusion: It is necessary to pay attention to the duties of States in protecting and protecting the rights of children in the digital environment at the international and domestic levels. General Comment No. 25 published on March 21, 2021, by the United Nations Committee on the Rights of the Child, on how to apply the Convention on the Rights of the Child Children paid by states in the digital sphere. The committee's purpose of this General comment was to provide a strategy for legislation and policy making in the field of fulfilling the obligations of states in the framework of the Convention on the Rights of the Child and its optional protocols in the light of the opportunities, risks and challenges of the digital environment. To put it better, today with the general interpretation of this committee, the rights of the child are guaranteed not only in the offline environment but also in the digital and online environment.
